Microsoft is working with OpenAI now. Probably they have access to GPT4 which has resulted in a tremendous increase in developer productivity and they are reducing the manpower because same amount of work can now be done by fewer people.

No, they hired nearly 60k employees during the relative salad days of Covid and are now realizing the mid-term economic outlook doesn't support all of that growth.
