Whatever the outcome of this short-term issue, the smart option is to just have the 18-year old apply for a US Passport going forward. Will be good for 10 years.

I totally agree and we need to do that. This is just an unplanned trip that snuck up on us. Haven't bought tickets yet, and probably won't because I don't see anyway she can get a valid ID this soon.
