Involuntary labor is not uncommon for prisons.

The excerpt from Vermont's code is even worse, includes repaying debts I believe. Of course that'd be outlawed at the federal level, but still.

I think they're just noting that slavery is alive and well in the US prison system, and that people should be aware of it and it should be ended.
At least that's my assumption.
