Besides the two who don’t have or had ministerial positions, why are the two that do more qualified than Chip?

Because they don’t invoke violence against women or minorities by becoming PM.

I’m also sure they’re just overall better people for the job because they didn’t get their original position due to male or colonizer privilege.
