Because of the irony. These workers got Russian citizenship to have an easier life. Now it's their Russian citizenship that might get them sent to die.

Kremlin is desperately looking for someone they can send to the frontline who's relatives won't make a fuss. It generally works with ethnic Russians but they're exploring other options.
