The investment is more about keeping the problems that fair jumpers bring into system out of the system. The homeless drug addicts smoking crack on the subway drive away multiple more users than just their one fair.

Or they could install un-jumpable fair gates at all stations to keep the problematics out of the system, and use police to handle keeping them from loitering in the stations and using them as restrooms and drug dens.

That's probably the worst thing that SEPTA could do, and would all but guarantee it gets turned into the mobile drug addict homeless shelter, driving ridership to near zero and seeing the abandonment of the system by the counties and state.

CHOP used to ask for donations of them for the CHOP prom, which is a prom for inpatients unable to attend their school prom due to thier conditions.
I don't know if they still do this program it was a regular pre covid, might be worth looking into.

We need some more details to figure out your situation. What are the rates for electric, gas, and water that you're paying? How high do you set your thermostat, and how big and old is your house?
Also I have to laugh at the idea that in Utah you were using a sprinkler most days and it didn't cost you. It's no wonder that state, along with the other western desert states are running out water and going dry if that's case.
I have a 1600ish Sqft row house and my total in utilities is about $250 a month.
PECO for electric is $0.09727 per kWh
PGW for gas is $0.82282 per Ccf
PWD rates for water/sewer which they make needlessly hard to find but 4ccf is $69 bucks.

Stop randomly in any street, put on the park anywhere lights and tell the people beeping at you that only be a minute while you go into a store and slowly count how many light bulbs they have in it.

We don't even have to get to ban cars level to have dramatically improved quality of life.
By using bolards to just block drivers from breaking the law and endangering everyone around them as well as destroying public parks we can have an immediate approvement overnight. Add in automated traffic and city wide parking enforcement and things could be better almost instantaneously.

The city needs to install bolards everywhere, on sidewalks, along the parks, at entrances to trails, along bike paths, around cross walks etc.
Since we're unwilling to enforce any traffic laws here and hold drivers accountable for breaking the law, we need to make it exceptionally difficult for them to continue doing so instead.

Which is followed up by parents screaming bloody murder about being sent to Strawberry Mansion because it's in a violent dump and is notoriously dangerous for students to be there.
The school district would be better off using the empty space in South Philly High school rather than continuing to try and justify keeping Strawberry Mansion open.

I'm in a 10 year old 1600sqft row house with a modern HVAC and smart thermostat. Keep the temp around 65 during day and 62 at night.
Could probably get it lower if I replaced the builders grade windows with something super insulated.
