Oh no, you're right. I'm sorry. The license fees were too high, nobody could find any investors and it was so bad that nobody even submitted an application.

That's a jet flying away from you. You're facing roughly, south by southwest, and the jet looks like it's heading slightly more southerly, maybe even southeasterly? The part of the contrail closest to you has been pushed around by the wind a bit. It looks dark, just as the clouds, because it is already in Earth's shadow. Sunset was at 4:28.

Far from you, but the town green in Lebanon, CT, is a giant field, part of which the town floods each winter. It's only like six inches deep to begin with, so it stays pretty frozen. It's a big space and it's in the middle of a huge field, surrounded by old farm houses and pastures. If you don't find anything else. Could be an option.
