Nope. I've got exactly 1 app with access to my bank (besides my bank), which is my credit-card so I can pay the bill, and that's enough for me.

You cant stop it, but you can make it more expensive.
Instead of buying the chips directly China has to set up, or go through intermediaries.
This adds overhead costs and risks. If they get the chips through a Vietnamese intermediary, the US can pressure Vietnam to shut it down or risk being sanctioned as well.

Taking a counter-offer is a huge gamble.
The company now knows you are looking, and willing, to leave. They may just be counter-offering to keep you on until they can hire and train your replacement.
Every situation is different but the general consensus is not to accept a counter-offer unless it comes with a guarantee of employment for X months. And then you need to plan on being let go after X months.

All government inefficiencies and processes aside, as in I can snap my fingers and make the change, the best way would be to classify them by horsepower instead.

Mostly they've been gas powered. There's not really been a push to go electric with them because they tend to get 100 mpg or more (tiny engine, light weight).
When you're that fuel efficient there's just not a demand for electric.

Ignore it. If they're serious they can file a police report and insurance claim.
99.99% chance they don't. And even if they do you just have to say "Prove it was me." since they can't you're off the hook.
