According to Wikipedia, the term came the serialized novel A Pair of Blue Eyes by Thomas Hardy which was published in a magazine (I'm guessing one chapter in each issue?) in 1872-1873. And yes, at one point the hero is left hanging of the side of a cliff.

I thought that they used to have police accompany the tow trucks. Now they won't need to do that. Even if they have meterm... um... people issue the tickets, that's got to be less expensive than having cops do it...

It's not just cheaper for residents, I assume that it's cheaper for the city, too...

That seems like a win for residents, even with the increased towing fine. IIRC, previously you had to pay more than $50 to the towing company to get your car back, and they charged more each day. This is just one $50 ticket.
Are they still going to have the trucks going around warning people that they'll get "tagged and towed"?

I'm not sure that restaurants want a line of hungry people outside all their restaurants at closing time every night --- it's not very efficient for the needy either (who knows what place will have food available and midnight/2AM isn't the only time when people want food). So if there are going to be distribution centers, then the food needs to get there (and get there safely in terms of what needs to be refrigerated, etc).

Before "requiring" stores and restaurants to do this, how about instituting a program to make it easier for stores and restaurants to donate food at no cost/effort?

Yes, one thing the article didn't make clear was that unlike the Psych, Scrubs or Flash musical episodes (those are the only other ones mentioned that I've seen), the songs in "Once More with Feeling" continue (or finally expose) season-long subplots, like Buffy's feelings after being pulled out of Heaven, or Tara's concern about Willow's use of magic....not to mention having the lyrics sprinkled with Easter Eggs for the fans such as the mention of bunnies or Xander's curse from the Chumash Indians from "Pangs" (S04E08)
