That seems to fall under a cluster bomb. For which there is a treaty, but none of the belligerents are signatories. If anyone specifically targets civilians at the moment of deployment that's likely a war crime.

And there has to be intent. Unlike when the CIA selected a single target for the Kovoso campaign and it happened to be the Chinese embassy and not a communication building. That was a total accident and not deliberate. In any way. Believe me.

OK. Do you have another YA novel that you can provide to illuminate the Israeli position? I've read more than one Holocaust themed book in middle school and high school. Anti-Semitism blows and we should all shout it down when it comes up. But there is a historical record of abuse on the part of the IDF that cannot be ignored. And certainly can be grounds for a YA book (no pun intended).

So we're clear, the police aren't under any obligation to protect the public. But they will certainly take you to court when you're distracting them from doing their official business.
