Cats suck at killing rats. All cats do is obliterate the local bird population which in effect messes with the rest of the ecosystem.
I get people wanting to be nice to animals but they are legit an invasive species. Spaying/Neutering feral cats is a nice sentiment but removal is the most humane option if overall wildlife conservation is your concern.

Few tips that have kept me safe in Baltimore.
- Don't go out once the sun goes down. Get a new hobby like hiking, kayaking, etc. Something that happens when the sun is up.
- If you can't obey rule 1, keep your head on a swivel at night. Attention buys you time and time buys you options. It's 2022, if you see a large group of people, especially young people, wearing masks, that is a HUGE red flag. Make sure your paths do not cross.
- Get a force multiplier. Pepper Spray, concealed carry, etc.

Why did you select the last 10 mayors as your data point? I wouldn't consider someone who was mayor in 1975 "as of late".
Since 2010, 50% of our elected mayors have gone to jail. I think my statement rings pretty true, in the modern era Baltimore clearly has a corrupt politician problem.

The vast majority of your bill is taxes and fees, not usage. Baltimore infrastructure is crumbling and these fees are used to make crucial repairs to a wildly neglected system.
To realistically answer your question on when will the increases stop, the best answer I can think of is "Long after we are dead" because it will take decades to fix a system that has been neglected for decades.

Don't forget all the trees that got torn out in preparation for the Grand Prix. They literally tore trees out to turn our streets into a race track. Years later we now have no trees and a city filled with wildly dangerous drivers.

This is a wildly nuanced discussion as all these laws basically come down to "Who is the cop that showed up to make the report and who in the attorney general that will/will not be prosecuting your case." A state like Pennsylvania could have a stand your ground law but you know damn well the Philly SA will make your life a living hell if he can to score primary voter brownie points. Vice versa, you could have a state like MD but if a shooting happens in Western MD you're probably gonna have an easier time proving innocence based on the politics of that area.
Me personally, I support stand your ground.
Duty to retreat puts the burden on the self defender and requires him to prove his innocence. Stand your ground puts the burden on the state and requires them to prove that he is guilty. Our court system is supposed to be "Innocent until proven guilty", not "Guilty until proven innocent."
Likewise, even if you are proven innocent, DTR laws screw over the poor. Good luck paying all the lawyer fees when you're raking in poverty wages. The State has basically unlimited cash to prosecute you and they have no problem spending it to get what they want.
All this aside, MD is a super majority DNC state. There is no way in hell we're going to become a stand your ground state. Most likely concealed carry laws will be further restricted next session since the Supreme Court recently struck down Maryland's anti concealed carry law and forced them to give out licenses. I expect the DNC to push back against that as much as they legally can and I expect more court cases to come up in the next decade in response to this push back. It's all gonna be a legal quagmire for a long time,
