upscale or upper middle class yes. Fancy or wealthy no. Biggest thing is no poor people, it's homgogenous high middle income.
If you ask the people at CCV if they live in short pump you will get sour and offended looks

no. Stay in the city. Or go rent a place out in the baltimore suburbs, you'll find short pump indistinguishable.

I think it's changed. Everyone I know in the city is from somewhere else at this point, even if it's somewhere else in Virginia. I only know a few people who grew up here, and I think only 1 who grew up in the city

they could cut cost of development in the city and it would be an effective massive subsidy. City costs a LOT more money to build in

It's a quibble, but I'd put the start of that shift in 2016. It started before the pandemic. It just really snowballed in the pandemic

Hispanic population in the city is WAY bigger than counted of course. It's not a group that is excited to go on govt paperwork for all sorts of reasons. And a slightly regrettable but understandable tendency to pack epic numbers of people into a house.

ah, I moved here from up north and had to pay all that stuff generally. Exception was older/bigger buildings where they didn't have the tech/infrastructure to carve it out.
I've never seen pest control fees, not doubting they exist somewhere, but are they common?
I'd say the issue is if things changed. I don't think they have, but have only been in Richmond 10ish years

no it isn't. An obligation of some sort that is being violated is required. And I agree it could be wrong, but it's not a violation, 2 different issues.
