Bin laden is personally responsible for causing the US invasion of afghanistan and iraq by conducting the 9/11 attacks. If anyone, its Bin laden who is responsible for what happened to afghanistan.
If it wasnt for bin laden and al-quaeda, afghanistan would propably be a fully functional country today with a bright future instead of a dead wasteland stuck in perpetual agony.
If it wasnt for his sociopathic delusions of grandeur, 9/11 wouldnt have happened and the US wouldnt have bombed the country out of existence for 2 decades.

I always thought about this, and the kinda development issues it might have. Waterproofing the electronics is no big deal at all, but the motors and camera lenses are more difficult.
Biggest issue would actually be retaining control. Water fucks up any signals, so both the controller and the drone would need to switch to some kind of VHF mode seamlessly upon entering the water.

The ukrainian pilots are propably training on F16s in secrecy already.
Its just a matter of time, the US is most likely just waiting for the next big russian escalation (start of their new offensive in spring) to acquire the political precedent for announcing the transfer of jets and drones without risking the madman dropping a nuke in response.
Unfortunately the western world cannot risk to enact a significant action like this in an overt proactive way, not when the threat of nuclear escalation is real. All the spy agencies are worried of putin using tactical nukes in response to something like that, given the fact that thats pretty much his last ace up his sleeve now that his army has proven ineffective.
