In addition if you hurt someone on one of those fast bikes and you're uninsured you are leaving yourself open to huge $$$ liabilities.

Most legislation revolving around eBikes are for class 1, 2 or 3 ebikes. The Surron is outside of those 3 classes so their legal status is questionable or illegal.

I don't think they are allowed on the paths maintained by RIDOT. Do you have a source for the law you are referring to?

The laws vary state by state. Your Buddy cant ride that bike "unlicensed anywhere". eBikes come in different speed classes and the applicable laws vary by class.

If find the ballot funding questions very troublesome. Anyone know why RI puts bond funding/spending to the voters when other states don't? My concern is that MOST citizens aren't qualified to make these huge spending decisions and that it's far too easy for voters to just check a box without understanding the consequences of the debt and if the $$$ are really being well spent.

RIC in the Mount Pleasant / Fruit Hill area has a track that is open to the public. Not sure of the hours but I know the hours are posted on a sign at the track.

Inspection time is where most of the enforcement takes place, but there is the chance you could get pulled over if you're not in compliance. As a cyclist, pedestrian and driver I really like to be able to make eye contact or see where a driver is looking, I don't like when people tint their windows so dark that this is not possible.
