$1000 per resident seems a bit low. Does not say on average which makes it even less appropriate. Those who lived nearby should get relocation expenses. Those further away, less, but certainly more than just $1000.

They weren't attending anyway. And, as long as they keep signing the checks and cleaning the mess up, not really necessary. It will all come out in the EPA/NTSB/NRA report.

Rail system uses existing rails whereas the pipelines are essentially put in nilly-willy and in too large a number. Scarring up Penn's Woods.

There are federal and NS dollars to be spent in PA in terms of monitoring and remediation. DEP is part of his admin, so he can do much more than merely complain.

Get the payloaders out there, scoop out the burn pits, put out more than one air sampler, put clean fill all around, and fine the railroad company a meaningful amount above just the cost of clean up and mitigation (includes purchase of homes for those who wish to leave the affected area).

One of these underground coal seam fires was raised several times during the survey work for the giant Williams pipeline several years ago. FERC still allowed the pipeline to be built over that area. https://dailyyonder.com/gas-pipeline-proposed-mine-fire-area/2014/11/19/

Readings are taken only every 6 days, with the last being Feb 11? Crash occurred Feb 3. Means 1 round of tests 2 days after crash? Something might show up.

I remember a cranky old neighbor who got pissed off at getting a ticket from a deputy who was always passing him over the double line at a high rate of speed. One time decided to pass him. At 80 miles an hour. Got a ticket. Not for going 80 but for driving on the wrong side of the road. Judge dismissed it. Guy got another ticket the next week. Same judge. First time I heard the phrase "official oppression."
A short time later, a reporter from the Boston Globe came up and interviewed him. Did not include the ticket story in his column.

A good hammer and angle grinder will do the demo just fine. Putting a new trailer in will be the difficult part. Openings between new trailer and existing additions will be a thing, tho.
