He also thought if they just pretended they didn't know anything about the missiles, people would believe some other country shot American weaponry at the cartels.

That guy in Ronin that Mamet wrote in for DeNiro to dunk on. I'm not sure why it bugs me that he thought that was the best way to get the audience to cheer for DeNiro, but it probably worked.
