I made the Bangor to Waterville move a couple years ago for work. Waterville is a lot like Bangor was 10-15 years ago. Exploding downtown arts scene, some nice restaurants and some good/some rough neighborhoods.
Housing is difficult, like everywhere now. Check out apartments or houses in person and drive by at different times of day/week. You'll get a feeling for neighborhoods quickly.
It's a small (physically) City so walking or biking is a good way to get around. Also no public transit or regular Uber, etc. Taxis are nasty I hear but haven't any first hand experience.

Commuted an hour each way and it was exhausting. Felt like my whole life was on I 95.
