It's a general description, because they don't have all the info, and most bystanders won't observe all that much, but dreads stick out, and if he was running from the cops he's probably a) running, and b) not dressed for it. Good thing John fetterman wasn't there, he'd probably whip out shotgun and stumble through a simple sentence after limping over to the perp.

Didnt the driver ever watch the matrix? If you're being chased, stay the fuck off the highway. And don't go fast, it'll give you away, go slow and turn a lot, and perhaps park somewhere and lay low.

Landlords already know; list for 5k, if no one calls you in a week, knock a little off until you get traffic. Op is just a clueless out of towner from a more expensive city who got tricked by one of those "Pittsburgh is awesome" posts, or a Chinese grad student whose parents are paying.

By nothing I mean someone shouldn't pay for your entire meal directly, if you're at aeeting and they just have coffee and donuts or what we that's for everyone and you just take a serving that's different than someone buying you dinner. And offering someone a water isn't buying in influence, it's just being courteous. Just saying that they shouldn't purchase for a state employee anything specifically, but common sense would say that if there's something so immaterial as a donut or a bottle of water that they can take it, but if someone wants to buy an entire meal, the state employee can pay for it themselves.
