Harm reduction is nice(trying anything at this point would be a significant improvement) sure but it's about changing the way that people think and improving the situation so shit like this doesn't happen in the first place(people don't feel loyalty nor respect for each other in this country). Shit maybe make better for people to move up with jobs, infrastructure, adding back shop, civic's and firearms training classes.
