Outdoor cats should really only be wearing breakaway collars and that doesn’t look like one, so I’m going to give the owners the benefit of the doubt that they would have the correct collar on if they expected her to go outside. (Indoor cats should also only wear breakaway collars too though…) A local vet would be able to scan for a microchip, if you take her, call ahead to make sure they have a scanner.

Edit: to be more clear, with a covid free policy there are a TON of people who are highly susceptible to covid. Additionally, the vaccines available in China are typically less effective at preventing infection and hospitalization than the mRNA vaccines largely used in the west. That means a huge proportion of their population is at risk, and lifting covid zero policies will overwhelm the country. It would be like when the pandemic just started, except the new variants are much, much more contagious.

So, on a very serious note, I don’t know how China can move past covid zero without some dystopian storyline.
