The Mexican War streets aren't too far from Millvake or smalls by Pittsburgh standards. Monterey Pub will be open until 6pm (closing early), fits the bill you're looking for if you don't mind a short drive back over to Millvale. Honestly though I don't even know what in Millvale these days.

Monterey is pretty different these days. Much cleaner, food is better quality, generally brighter inside. Cocktail menu, out back was transformed from a mud pit to a cool hang out spot that's dog friendly. Plenty different.

Being called Tony's Pub, or something. Pretty sure they aren't changing anything other than the name. Same staff, menu etc. Only what I've heard in rumors though.
