SSA is the answer. The courts only get involved if an adult is changing their name for something that isn't marriage or divorce, and that's to make sure you aren't changing it for nefarious reasons like to evade prosecution or debtors.

Do you have access to the bills themselves? Some of the per unit water and sewer fees did go up, but the net effect would be around a 5% bill increase, not something you'd notice.
If it's just this one month that's been super high and not several months in a row, my guess is that your building was being billed as estimated amount since it opened and then they took a real reading in November so months of underpayment is being tacked onto one bill.

It's not that unusual. Lots of people get them donated but then don't have a good way to cook them, or they're in apartments so deep frying isn't a viable option. It's also quite dangerous for your average person to try deep frying for the first time with something as big as a turkey, so it's a multifaceted public service.

Everyone I know who is hard core into martial arts says that the industry sees self defense classes as actively harmful because they give you way more confidence than they give you skills. For 99.9% of people, some combination of complying and/or running away is the safest option. Self defense classes will not put you in the .1% who could consider fighting back but it could make you think you are.
Feeling safer (which you noted is what OP wants) without actually being safer is far more dangerous than being unsafe and knowing it.

I would encourage you to think about contacting the police not as a recourse for what happened to you but to at least try to prevent them from doing the same thing to someone in the future who will not be able to physically or mentally/emotionally handle the situation in the same way you did.
That was my mindset after I was the victim of a misdemeanor sexual assault by a stranger. I suffered no physical injury due to what I was wearing. And I had been assaulted before, so my immediate and enduring emotional response is "fucking pissed" which is an emotion I'm already very familiar with and am good at channeling into productive actions. But what he did to me easily could be the thing that makes another young woman say fuck it and leave the city altogether or he could have escalated and harmed one of the many homeless women on the street in that area, so I called 911 thinking about them, I gave my statement (multiple times) thinking about them, I testified at his trial thinking about them, and I gave a victim impact statement asking for mandatory drug/alcohol and sexual conduct counseling as his "punishment" because I actually wanted him to never do it again, not to be sent to jail for having done it to me. It's ultimately your decision, but I wanted to share my experience with you in case it's helpful.

Look back at your old bills. If you were being charged an estimated amount for the last few months and they finally took an actual reading, it may be the case that they had been underestimating/undercharging and now they've loaded the difference onto this month. If this is the case, it sucks to get a big bill, but it's money you indeed owe and you can rest assured your bill will go back down next month.

Can confirm that my in-laws did this and now service is great. They live in a subdivision at the bottom of a hill and coordinated to have some neighbors also put in requests.

I think it has to do with how much use they expect the station to get at peak. It seems likely that an infill station in Alexandria would be used more than an outer silver line station and would get dual direction use during rush as it's both an origin and a destination station, so it gets a split platform so you don't have to worry about crowding from two directions.

I would do a weekday trip to Baltimore via an Amtrak train (the US national rail system). The aquarium is worth visiting and you can spend time walking around the Inner Harbor.

Oh this comment makes me want to laugh and cry at the same time. While I totally get wanting to try those internationally famous restaurants to feel like you've had the American experience, you should be forewarned that the quality of the ingredients used at those types places (Chipotle excepted) is very low and they hide that fact behind loads of sugar and salt (and gigantic portions) that many non-Americans find unappealing. Be prepared for heartburn and feeling very tired if you eat the whole portion.
One of the coolest parts about DC's food scene is that you can eat relatively authentic food from most of the world's continents here. Our most famous immigrant ethnic group in DC is Ethiopian where we have the largest Ethiopian diaspora in the world. Their food is *amazing* and there are lots of options. We also have a ton of Central American restaurants, but you'll want to check about whether they use pork fat in their frying before ordering. My favorite Pakistani restaurants is Sakina Halal Grill. You should eat there and tell us your review!
One very urban American experience is to eat lunch on a weekday from a food truck. They cluster at various places in the city where office workers are. Make sure you are NOT eating from the ones near the museums (low quality, unhealthy food) but the ones farther north where all the office buildings are.

Some won't do direct numbing because a lidocaine injection is often more painful than the insertion would be and it makes the appointment longer. You may have better luck asking for a 1-dose prescription of Valium to take before your appointment. This is standard procedure for LASIK as it helps with anticipatory medical anxiety as well as any anxiety you'll feel from pain that might arise. Also ask for a cervix softener and ask what's a safe high dose of Advil that you can take an hour beforehand.
