I agree with the baggy cheapening and distracting from the piece.
A baggy itself is an object, and the meaning of the object must be considered, especially in such an abstract work since it it one of the few clearly identifiable elements.

If these are things you want to come to mind, ok. If these are irrelevant or distracting from your intention, you should change the object that holds the hair.
Some other vessels that could hold it:
An organic resin shape with the hair suspended in it.
A glass orb, vial, dish, etc (consider what meanings those could hold)
A string could tie the hair into a little bundle to dangle from the hook (consider meaning string could hold or that being bundled or tied could mean).
