This table is interesting but it would be an added bonus to see, like others have eluded to, how much money people are making in these places. I presume Pittsburgh has a higher median household income than most of these places but that would just be a guess.

You're right. I do like pizza. But also, not all shelters also need wraparound services. If there's a great need for an all-inclusive solution, there's little need for it to be located downtown, which increases costs and places a greater burden on the broader neighborhood.

A friend of mine who used to work for the police said they were brought in as a PR tool, not as a policing tool. Pittsburgh has few events that require horses, and the cops bring them out even less often.
