I live in the NW corner of the state. Housing prices are ridiculous here too, and very few are making 150k.

Think about what would happen if you were in an accident: you could be arrested, your car impounded, and with no insurance you could be personally liable for more money than you’re likely to earn in a decade. That’s a hell of a risk that you’re taking.
I know it’s hard to get up off of the floor, I’ve been there. Think about other options for getting around. Don’t f your life up for a car.

Getting a retroactive permit is a good place to start. With the permit comes an inspection, and if the work is up to code, then you should be good. If it’s not up to code, it will need to be brought up to code.
With a basement apartment, egress is a big issue, as is ceiling height.

There is a critical housing shortage in Bellingham. Directing people to move to Bellingham without qualification is not telling the whole story.

Agreed. Tires are your friend.
If full on winter tires somehow won’t work for you, switch to an all condition tire that has the Three Mountain Peak rating, e.g. Vredestein Quatrac Pro. Not as good on deep snow and ice as a winter tire, but surprisingly good on everything else.

Oregon is all in drought too, but the climate variations are vast. The same is true of California.
