It's really hit or miss. Some requests sit for weeks without a response and some are a bit faster. Some enter a "In Progress" state just to be closed with a "nothing to do" notation.
It might depend on the type of request and to what department it is funneled. Overall I'd say that it's a system that is 50% effective.

We had as similar issue. We went through 311 but in the end the City said that they couldn't verify the violation because they don't work past normal business hours. Go figure. We even provided photos and cited the specific ordinances.
Going to our councilperson was the way that we actually got some resolution.

A tenant can be added to the owner's account via this form. Basically, the owner has a "master account" and can see if the bill is being paid, etc. The tenant get's a copy of the bill in their name to their address.
Owners typically pay the water bill because:
- The water lines aren't split so there are not separate meters per unit
- It's the only utility for which the City of Pittsburgh can put a lien on your property if unpaid. So the owner gets stuck with any unpaid balance.
If the tenant has his/her own meter, using the above owner/tenant form allows an owner to get visibility into whether or not the water bill is being paid.
If I was an owner, I'd have the tenant pay for their water and include a clause in the lease that if they are delinquent on PWSA for x days or are delinquent x times, their lease will be terminated but they will still have to pay the remainder of the lease term.
Otherwise, people just don't care about their water usage.

If you have Peoples Gas, they have insurance for sewer, water and gas. They are about $5 each per month and you can pick which ones you want (or all for about $15/mos). Those prices may have changed recently.

Gas heat is the same. You need electricity for the pumps on boilers and air handlers on furnaces.
