A lot of political money is spent keeping the state red. If it wasn't first primary state, that money would stop and you guys would be Mass part 2.

Maybe the state could run a "lobster gear" tracking system. Like, the crews report lost gear, ect. If the whole issue is whales get cayght in gear, there should be a way to address the problem with a less heavy hand.

I think this depends on the situation. Typically, I think people should be able to use stuff if other people are not using it.
Look at all the land that people could farm on but is just neglected by it's careless rich owners.
Or 2-3 empty houses for every homeless person. Its insanity.
