Coolprogeny.com has stuff every week. Outdoor music gatherings are great, especially smaller ones (think one person and a guitar), and, my wife is on a facebook group for Baltimore moms that has been invaluable.

In defense of them, they made the truck hauling away the person's car really cute. Maybe they can do a colorful graphic about the person trying to get $450 out of their bank to get their car back, or give some snarky suggestions for paycheck-to-paycheck people to tell their boss when they're getting fired for not being able to get their car back when an overzealous tow truck driver grabs it.

And I'll encourage limited expectations. I had to reach out to my council person during the pandemic about unemployment. I called multiple times, and emailed. They got back to me around 3-4 months later asking if it was cleared up. It wasn't, I was just unable to move forward and was frustrated after spending hours on it.
Just don't want OP to place all his eggs in this basket, some of our council people District 7 can be downright irresponsive, incompetent or both.

So this is embarrassing. Turns out someone staying here set off a smoke detector right after the amber alert came in. Which is what woke us all up. So yes, my phone was on DND. It wasn't the Amber Alert that woke me, but a smoke alarm, which I thought was the AA, which is why I found it intrusive.
Anyhow, I'll take my lumps for a shitty hot take. And yes, if it was my child, I'd want the world to stop. I was under the impression the smoke alarm in my house was the amber alert.

Poor outcome = Scott admin failing to get shelter up and running. It's them guestimating that they'll have it underway by 2024 when the story says other states have had people in their shelters since last year/2021. Meanwhile, it's 9 degrees out right now. I'd say that's a tremendously poor outcome for the people who it was supposed to help. They could be staying living at the Radisson for years for that kind of financial outlay.
Does anyone doubt the funds have been being allocated by the BMore Charitable Industrial Complex since the money first came available. We're great at press conferences....not so much at everything after.

Your solution? Let's say they catch this 15 year old who methodically planned out and forcibly raped a woman. Are you going to therapize this behavior away?
This isn't shoplifting, or a fight. Or even armed robbery. Or even battery. It's violent rape by a stronger male of a vulnerable woman. This kind of thing doesn't just ruin the life of the woman. This trauma will infect those around her, and it will get passed down in one form or another to future generations.
The justice system isn't trying to fix this person, it's trying to dissuade the rapist's classmate or neighbor from doing the same.
None of the guardrails that are supposed to keep this individual from doing this worked up to this point. But suddenly this person is going to respond to tough love from a state appointed counselor?

Unless they have been being charged the whole time. Given that their bill doesn't seem to have grown relative to the others they just paid, I'm guessing they were being charged.
Regardless, the city offered a means to a payment, the resident accepted and completed it. Offer then acceptance. This is all that's needed for most contracts.

Not the OP, but it's NOT the citizen's job to balance their checkbook to make sure DPW is doing their job. Most of those who pay online don't use a checking account (WARNING: DON'T GIVE ANY COMPANY DIRECT ACCESS TO ANY BANK ACCOUNT) but go on a credit card. It sure sounds like he/she/they are doing their part correctly.
The city accepting payment and is all the proof they (OP) needs. Unless, as the OP suggests, the DPW is mismanaging the situation and their financial resources.
Not being able to track/confirm payment with 100% certainty -- which is kind of table-stakes when you're providing a service like water, and/or getting paid online -- is 100% unacceptable. This "maybe you paid, we aren't sure so we're sending a bill on a different platform which while wrong might become a collection notice" is 100% bullshit. This isn't selling quilts on Etsy, we're a major metropolitan city and this is water delivery.
The way this was written, it seems like the city accepted payment and then is telling them they didn't. Either way, I disagree with your premise that it's up to each of double check our transactions to make sure DPW is doing what they claim to be doing when they accept payment.
