There is some of this - but also, you need to pay highly to attract high level talent. Why would someone go to the MBTA when they would go to private corporations/engineering and make $500k instead? the MBTA offer needs to be commensurate with competitive private offers to actually attract someone talented/qualified.

Im just gonna throw this out there - you need to be specific about how much demo, material tier, and general changes (plumbing?) that you are talking about in this remodel. If you are just upgrading fixtures/countertops, that is a much different thing than a gut remodel where you move plumbing/waterlines.

But, it will cost a shitload either way.

Gentrification = money. Both inherent and disposable in that area. Case study: Southie. When I was younger southie was mostly known for murder and being on fire. Now, not so much at all.
