That's because they are basically the same thing. It's just called different in developing countries that don't have common access to salad dressing.

As much as I like to throw shade on the american education system, this is the fault of the company contracted to handle lunches, not the school itself. And quite frankly, fried chicken, watermelon, and waffles is a fantastic lunch. Bad timing? Maybe, but then again professional offendees likely would have taken issue with this any time of this particular month. Same if they'd tried to serve gumbo, collard greens, cornbread, jambalaya, or any kind of pork.
