Unfortunately, there is no mechanism whatsoever to do so. Especially unfortunately its also not something any member on the security council, minus maybe France, would want.

They seem to be focusing on whats easy to sell, and importantly, easy to prove. An execution of a PoW could well be the case of rogue soldiers, which is hard to pin on Putin exactly (even if we all know he is responsible). But something on this scale has to have come through official channels, so easy to stick the charges.

Ehhhh. If its targeting civilians its unacceptable. Period. There are no conditions to this. A lot of violence from Palestinians against Israeli is random, hitting civilians, regardless of the illegal occupation and tge many warcrimes committed as part of it, that remains unacceptable.

In fact, its when those nationally owned things get privatised that they tend to go to shit. See for example the UK railway system.

No this is entirely sincere, India has had a number of big programs like this and they have genuinely massively helped people out of poverty. Like hundreds of millions lifted out of poverty, critical infrastructure built in rural places to improve lifes, everything.
