You technically don't even need to call or anything. If the phone is locked and your pin code isn't something easy to guess, they won't get in. Reporting the phone as lost to the carrier only prevents it from being used on some carriers that share the same database on the off chance you somehow release the phone from your iCloud's activation lock.

No it's not possible to restore the phone and sell it as is. If anyone tries to put the phone in DFU mode to wipe it, first thing it does when it comes back up is asking for the password of the owner's iCloud account. The phone is as good as a brick until the owner either releases it remotely or the correct password is put in.

Typically you can take it to another carrier by asking the original one to unlock the phone. Each carrier has their own policy on the criteria to grant the request.

Usually there are deep discounts on the phone to make it worth it. If someone is paying full price up front then it's better to buy directly from the manufacturer.

Yeah, it entirely depends on why you left in the first place I suppose. For me I only left because of the compensation, and the new company has more prestige, so good for the resume. Then 9 months later I realized me having a panic attack every time I get paged for production issues isn't worth the brand name and the money they pay me haha.

For US carriers, yes. Typically they'll let you roam with extremely throttled speeds (like 128kbps or 256kbps), and you can pay something like $10/day for high speed data (Verizon will be 500MB for that). T-Mobile gives you 5GB of high speed data roaming all over the world on their most expensive plan, which not everyone is willing to pay for.
