I wouldn't. Boston is sleepy and cold this time of year and January and February are the worst even if it is 50 for a few days. It's so much more enjoyable in the spring because the city is walkable and has a lot of green space. Even the biggest tourist attraction the freedom trail is a walking tour. The DC recommendation is a good one. It has history, better food, free indoor activities... I might even go myself.

The only thing I can think of that isn't a normal rental car place is U-Haul. They're mostly in the business of one way travel. The rental car market got fucked when used cars were selling at close to new prices during covid. They all sold their fleets.

$10 for the bloody mary then a few dollars here and there for the add ons. Not very different than getting a meal and a cocktail except your meal is basically an alcoholic soup with soggy toppings served in an inconvenient to eat out of vessel.
