This title is just weird and confusing. US counties ... etc implies that you are showing the number of counties. I think a clearer title would be Number of non-English Languages Required Under VRA for each County. The relevant metric, number of languages, should be the first part of the description, and the qualifiers follow.
But I do like the plot, once I understood.

The convex hull is Guyana, South Korea, United States, and Singapore. All others have lower suicide/GDP rates.

This is a really bad way to present this. A simple bar chart would be better. The independent variable, course of study, should be on the X axis. The light blue is hard to read. The font is way too small.

This seems to be about the worst possible way to show this.
It is virtually impossible to see the shape of the curve, and the size of the variation hard to see.
