I think there are a couple documents out there on how to do solar with condo associations.

There are a couple ways to do it. One person pays and connects to their meter (no one else benefits). The group pays and connects to a common meter with credits distributed across the various units. I think there's also a community solar approach as well

Which is reasonable because you'd expect PD&E to provide power when solar isn't shining or available. Those lines to the house, that capacity aren't free.

Fair, I wish that Universities would contribute more cash, though in Boston the Pilot amounts aren't enormous and I know they'd be a burden for smaller schools. I lived in Lower Allston near all the Harvard stuff and even though Harvard claims to have things for Allston and Boston residents, it was never clear or communicated how I could access the classes, or other community benefits they claimed.

Except most of that isn't cash. And they get to value their contributions to the community.
Cold hard cash is better.

That's every Walgreens I've been too. The one on centre street is depressing as hell. I walk the extra distance to cvs

As soon as cars start paying for all the costs of roads. In MA hundreds of millions annually goes from the general fund to roads because excise taxes and the gas tax do not cover road maintenance on their own

I know but I meant more as the concept of value capture. I currently own near a commuter rail station and my property would increase likely significantly in value if it became an orange line stop. The city or state should tax some of that increase in value to pay for those improvements.

I would love such a change. If it were to pass, it would need to come with a tax for the increase in the value of the land and zoning changes.

I'd disagree. There are still plenty of enormous parking lots around the city that can be redeveloped and the entirety of West Roxbury should probably be bulldozed.

Single Family Housing doesn't. I'd be a mixed use development is nearly as good for a town or city as an office. It's just they don't want to allow that. Even though every single historic downtown is mixed use zoning.
