There are I think two different endorsements that apply to Class M licenses and both of them have to do with what type of motorcycle you can ride. One is for three wheel and and one is low horsepower scooters.

You either will have a class M1 license from CA that you can transfer to PA while doing your driver's license transfer, or you do not and will have to take the skills test here.
The skills test can be taken separately after obtaining a Class M permit ($10 fee, vision test, written test) and then taking the skills test or by obtaining a Class M permit and taking the BRC1 (MSF) course and passing the skills test at the end of the course.

I had a conversation with a CMU graduate who's pretty fresh out of school. She's absolutely convinced that soon there will be autonomous flying vehicles because the real problem with autonomous vehicles is that the roads are too crowded, and so putting them in the air will fix everything.

If you move out to the rural where people have a shooting range on their property and start complaining about the noise, you're gonna have a bad time.
If you move next door to a farm and start complaining about the smell of cow shit, you're gonna have a bad time.

So my concerns are less about the actual release of chemicals and the burn off from this particular derailment affecting me (I live ~30 miles from the site) because although vinyl chloride and the results of burning it are dangerous the dissipation into atmosphere and duration of exposure at this distance aren't likely to cause me any effect at all. Interest in wind directions and the constant checking is like "should I be able to smell funk?" rather than "Oh fuck I just got cancer from this."
My real issue here is that this is a result most likely of rail companies that are cutting staff, increasing hours, foregoing maintenance and building longer and more dangerous trains in the name of profit above all, and government backing the rail companies over unions that are fighting for safety of themselves and the communities the trains go through.
Preliminary reports are that this is the result of a mechanical failure, and it was found by a wayside defect detector. The problems here though are that the train couldn't be brought safely to a stop after the defect was detected. Why? And after derailment, all of the safety measures designed into these tankers couldn't properly function to prevent the risk of an imminent BLEVE. Those are issues that I think government needs to stop allowing rail companies to ignore.

I see you've never dealt with Duquesne Light.
They will send a shutoff notice dated the day after the payment date which gives ten days to pay the bill before they'll shut off service. They're also notorious for back-dating notices. People get a notice that's postmarked the day prior to them receiving it, but the notice itself is dated for a week or more prior.
They will also leave shutoff notices that are back dated on people's doors after the date they state they will shut off service has already passed. Not mailed, just left there. Sometimes they tape them to doors, sometimes they shove them in mailboxes, sometimes they just throw them on the ground.
They are absolutely a shit company.

Nothing that happened here is a minor criminal case. Rape is felony of the first degree.
