If he can understand reading he is mentally fine. Speech recognition and enunciation are the hardest parts of stroke recovery. My FIL had 3 strokes over a decade and is alive and well. It took a few months after the first one for his speech to be coherent but he was able to communicate by writing just fine. It's a real shame anyone would use a medical emergency that he survived against some one.
