Yup! The arrivals “hall” area you do not need a boarding pass for - ask the uber driver to drop you off at arrivals and you can go right in.

You should be able to take the AirTran from Jamaica LIRR station to terminal 8 - then go to arrivals floor and people usually come out from only one door area from customs/luggage so you if you get there earlier you’ll be able to spot him.
