NON-EXPERT OBSERVATION. Back when Doppler radar imagery online was new (1990's) the opposite was true: there was frequently a lot of signal in the town itself, but not outside it [this was when I lived in Texas] Later, signal processing methods appear to have been developed to reduce radar "clutter" in Doppler imagery which arises from the landscape and not the atmosphere. https://ieeexplore.ieee.org/document/1460942

So we may be looking at an artifact of "subtracting" baseline noise from the radar return over the city. During those years in Texas, if I really wanted to see what was happening in our city, I had to examine the radar result coming from a different radar station in another city.

I'm inside for awhile looking out [for health reasons] but any year when there is snow on the ground a week before or after Christmas, I mentally count this as a White Christmas, when I can snuggle against the elements, and reassure the cat that spring is only a couple of months away. The memory of their music from their "on hold" waiting queue still drives me nuts. But if you have the time to waste up to two hours, eventually - in my experience from 2012 - someone will answer, and help you out. Unfortunately almost every time someone "helped" me, they did something wrong, and I had to call back later to get it fixed by someone else. The conclusion was inescapable that the system was intentionally designed to be hard to use

PA state parks have a number of cabins for rent; some of them are open in the winter. There are a number of caveats, mainly that weekends get snapped up far in advance, and ones near snowy (ski) areas and major metro areas are booked. But the system does allow for late cancellations without much penalty, so it's worth checking for cabins to come available. Around my town, I think the prices might reflect whatever the station paid for their previous delivery. Once they refill their underground tanks at a lower price, perhaps then their posted price can change. Those stations which have the lowest traffic seem to take the longest to reflect price drops. Disclaimer: I have no idea what I'm talking about
