Report it as having missing inspection stickers.

I don't think there's any legal problem with you keeping a plate from your old car.
I don't think the linked document applies to your case. PennDot will allow you to return old plates so they can't be used fraudulently, but there's not many cases where plate return is required. I believed it was only for revocation of registration, or if you choose to cancel car insurance.
Other states are neurotic about returning plates. Don't let stories from outside the commonwealth spook you.

Taxpayers don't have a choice with their money funding highly regulated, underperforming public schools. Anything that gives options to poor parents stuck living in these school districts is a net win.

They're mailed to the address that the car is registered to.

People do this all the time. But then related notices are mailed to the old address. Whoever used to live in my apartment gets red light camera tickets all the time, and past due notices on parking tickets. It's going to be a surprise when he finally has to renew the registration...

This is how New Jersey got an income tax. After the Abbott decision in 1973, the state was ordered to find funding other than property taxes for poor school districts. Hence, a brand new income tax in 1976. And nobody's ever complained about public schools in Camden, Trenton or Newark now that those cities are showered in money.

It's the principle. Give the city a new responsibility, and before very long, we're paying more taxes and still responsible to do it ourselves

Be careful, when you make it difficult for people to cut down old growth trees, fewer trees will be allowed to grow old.

The federal government limits production of these drugs, and is not increasing the limits as more prescriptions are written. https://reason.com/2023/03/14/wheres-your-adderall/
