Yeah it's only really nice from Woodberry, and even then only if what you're looking for is a walk in the woods (or disc golf).
From the Reservoir Hill / Mondawmin directions you have to cross busy streets and the actual park entrances are pretty few and far between.

In general, not great.
However there is a two-way bike lane running north-south on Maryland Ave that can keep you out of traffic going from points north to Penn Station
