Alternatively, just have them indexed to the same % as minimum wage increase. They get 29%, minimum wage goes up 29%.

Its more like making existing regulations more precise. Running a hotel in a residential building kindda shits on existing rules anyway, and they've been creatively interpreted to make it works.

There's plenty of hotels that have kitchens (at least in big cities). Just need to specifically look for one. Doesn't fix the other reasons, but that one one is overblown.

While there's some folks who are against their money going to help people, its more about who lives next to it. Everyone benefits no matter where you put it, but only a small amount of people directly adjacent pay the non-monetary price. That's where the arguments start.

The block I live on is squeeky clean. People make an absolute mess of it all the time, but the building management and businesses around are cleaning it pretty much 18 hours a day or something.
So if I don't venture too far, I, too, can live in this imaginary world full of rainbows and unicorns!

For folks wanting to replicate, do try and only do it on walls that aren't shared with a neighbor, because these holes really start hurting the soundproofing (if any!), especially if its a TV being hanged there.

On one hand its definitely a racket/shifting public money to deepen some people's pockets.
On the other hand doing something like this in a time sensitive manner does limit people's options quite significantly, especially while trying not to have the neighbors losing their shit over it.
For sure some people are getting rich out of this. But I doubt even the best mayor ever would be able to do SIGNIFICANTLY better. Housing someone isn't that expensive. Housing someone in a time sensitive manner and maintaining the place (especially if its getting wrecked) is a whole other story.
