Yup! Get a new Key. Log in to the Septa Key website and register both cards. Then, under Card Options, claim the old one as lost/stolen/damaged. Once it's registered and hotlisted, you can transfer the funds to the new card.

This "hotlist" is the quickest way I've found to transfer funds.

If you can live without a car (and this is very, very possible in Philly it's just a matter of taste) then the city is your oyster. Adding a car to the mix is a limiting factor on where in the city you'd like to live. I have heard that the Lincoln Square apartments at Broad and Washington are full of similarly positioned people.

Safety is relative. What I consider safe might not be what you consider safe, but it works for me. I've lived in south philly, Fishtown, and center city over the past decade-plus and only once ever had an incident I thought warranted the cops (found out they can't do much for a purse-snatch, of course). Neighborhoods like the far northeast or Roxborough are actually pretty big and can be very different places from block to block.

Oh not at all I just personally only notice the train when it's full of trash (smell) or coal (very distinctive cars). Pure confirmation bias on my part. Plus the idea is that the viaduct could provide more than just rail freight by using a covered street for things like a bike/walking path that is sheltered, market stalls, or some other novel use that improves quality of life. Not saying it has to do any of these things, only that they are within the realm of possibility once CSX and the city can come to an agreement about who maintains what on this stretch.

25th Street is such a strange place. It's a crumbling no-man's land (thanks, CSX) that cleaves off a part of the neighborhood. It could be a cool piece of infrastructure that moves more than just coal and trash trains, but what we get is a really, really dangerous street that doesn't work for anyone.
