do what will work for you, AD mall for sure has snow all year round. There are some great spots that cost less, like Camp Gaw once the winter gets going, but you should aim to ride as much as possible if you are learning. Good luck and enjoy :)

meh, I don't think beach towns differ enough from their neighbors to the west enough to require a seperate distinction.

Technically that is correct, however you would probably not be too surprised that discretion goes a long way. If you are otherwise not causing a scene and you clean up after yourself you are unlikely to run into any issues while enjoying your beverage of choice in a cozy or cup. Even in "dry" towns.
