There are some DeepMind names there
Edit: also some Google names further down
Edit2: even some Microsoft names further down, just SWEs and not researchers though

I'm probably wrong but I think I read somewhere Google has a patent on encoder-decoder, thus everyone else uses decoder-only

GPT-4 isn't. If plugins becomes a success, I reckon GPT-5 will be.

Models need to get a lot smaller (without sacrificing too much capability) and/or phone TPUs need to get a lot better first

Yep, I tend to post process these images on Google photos's magic eraser to remove these, it works sometimes...
