They’re not launching it, SpaceX is. So it's US launch capability. ispace made the lander and hired out the launch. Which is still cool!

I don't think this would be the first (unmanned) lunar mission launched by SpaceX. Not sure how many there have been. https://www.nytimes.com/2022/08/04/science/korea-moon-spacex-launch.html
