Two men got in a shootout, shooting across Cary. People ran out of Fresca screaming. As far as we know no one was killed.

The problem is that for many years very little new housing was built in the city. No one wanted to live here because of the crime problem. It will take much longer for Richmond to catch up to other cities. Also, as you've pointed out in the past, Richmond has a lot of public housing projects that are off limits to private developers.

I grew up in the Richmond area. I don't read any of the journals or surveys people are referencing. In the 1970s and 80s Richmond was a black majority city. Beginning in the late 1990s waves of people started moving here from NOVA and NY. Today Richmond is no longer a black majority city. Coincidence???

I've lived in Richmond since the early 1980s. My older brother lived here in the 1970s. Sadly, there has NEVER been a time when apartment rents in the city decreased. There were some years when the average rent prices remained flat, so it can be argued that they decreased relative to inflation. Unfortunately, the genie is out of the bottle. I doubt that rents will ever actually decrease.
