Bike modal use in DC has one of the highest year over year growth rates in the nation. However our network is still fairly incomplete, yet with every new part of the network usage increases.

People are stupid aggressive. Cyclists are not some separate species. Assholes drive cars and some ride bikes.

The filmed behavior is not acceptable. However, biking is absolutely permitted in the area that this was filmed. If the person on the bike gave ample room, kept both wheels on the ground and moved at a reasonable speed all would've been well. The rules may have changed since you were a ranger, no walking of the bike required.

Not sure it's worth racking your head over how they get here. You can get to DC from parts of Maryland without going on the highway etc. You can also come from less dense parts of DC, you can also put the bikes on trailers and drive in.

It is totally normal to really only use your car for trips outside of the city. No one should expect you to offer to drive them within the city.
