Real talk advice? Do you have someone in the city who can move and store your things? If you can weather it, the best deal is to just get out of there and find a new place. The situation sounds sticky and complicated and any resolution you reach will likely still be unsatisfactory. If you have no other options definitely reach out to OTA.

It's holiday travel season and DCA is not a particularly large airport in terms of footprint. If you must drive there are likely nearby hotels that offer parking with shuttle service. But really metro or Uber is the easiest way. Would a shuttle or car service be more your speed?

Just go to any intersection with a traffic light. I'll bet you 70% of the time or more the person at the front of the line will take 5 secs or more to notice the green light and actually move, because they're on their phone. I never remember honking at an intersection when the light turned green pre-covid. Now it's atleast once per car trip.
