I'm pretty sure that a lot of cars can already do this. Alternatively, you could also just slow charge your car on a regular 120 volt outlet. This will ensure that the power draw isn't too high at any one time. A level 1 charger can get you about 8 km of charge capacity per hour. So for most people, charging on a basic outlet is enough to charge a car for their daily needs overnight. Most people aren't driving hundreds of kilometers every day.

From reading the article it looks like the actual problem might be that people charge their cars when they get home, where there is already stress on the grid. If the put off charging their car until 2 or 3 am, when demand is really low, then there wouldn't be an issue. I think the problem is how they define "overnight"

Are there any restaurants you could walk to? It seems that if you are living in such a small apartment, you are most likely in a city. There must be some restaurants or fast food places in walking distance, or at worst a quick trip on public transit.

An easy way to get rid of that is to have the images served off Facebooks/Googles servers rather than let the advertiser host it themselves.
What they are doing is the equivalent of selling someone a TV ad spot, but having no control what content is actually shown during the time slot. Have the validated ad shown from the Facebook servers and there's no ability for it to be changed later.

This is about ads, not about content posted by users. They are taking money for ads, and should have someone reviewing the ads for harmful content or just general scamminess before allowing them to be posted.

I'm pretty much of the opinion that you basically have to take immersion if you want a good grasp of a second language. Up here in Canada everyone takes French from kindergarten through grade 9, but a vast majority of English speakers don't have a good enough grasp of French to carry on a conversation. It's really only the students who opt to take French immersion that have a food grasp of the language.

Probably for the best. I'm in Canada and a bunch of schools around me have smart boards. They really aren't any more effecting than a black board and cost a lot of money.

Thats basically how we run it in Canada. After it reaches 50 million they start adding extra million dollar prizes on for other drawings so that the money is distributed to more people.
We also don't pay taxes on winnings.
